How is the wait time at Golden Empress Garden?

Today, I ordered Chinese food in Philadelphia for the first time. When I took my order over the phone, the person who answered the phone didn't mention that the delivery tip was already included in the bill, and I gave him a double tip. This is not right. The delivery service was okay, so I didn't ask for the extra money back!

The food was totally bland--the chicken with cashews tasted mostly of the broccoli stalks which seemed to take up the bulk of the vegetable spot. The chicken was about four thin slabs of chicken--also bland.
